Latest Regulations on Health Code Application Requirements for China-bounded Passengers (Updated on April 2, 2022)

In order to further improve the prevention and control of the COVID-19 pandemic, from April 2, 2022 on, the pre-boarding test requirements for passengers departing from Cyprus to China will be adjusted. The transition period is before 0:00 a.m., April 7, 2022, during which the original practice is still followed. Passengers going to China who take flights after 0:00 a.m., April 7, 2022 must conduct tests in accordance with the new regulations.

1.Travel requirements
In order to avoid the risk of cross infection through multi-national transit, passengers must fly from Cyprus to China with only one-transit stop at most. All passengers shall apply for the“HDC”code both in Cyprus and the transit country within 48 hours before boarding.


(1) For the Vaccinated
Passengers who have been fully vaccinated for more than 14 days should conduct a PCR test at two different designated laboratories respectively within 48 hours and 24 hours as well as a rapid antigen test within 12 hours before departure of the first leg of the flights. For example, if the first leg of flights departs at 14:20 on April 4, the PCR tests should be conducted after 14:20 on April 2 and 14:20 on April 3 respectively, and the rapid antigen test should be conducted after 02:20 a.m. on April 4.


Passengers who have been fully vaccinated refer to those who have completed the full course of vaccination (required doses and intervals) for more than 14 days. There is no time interval requirement for booster shots.


(2) For the Unvaccinated


Passengers who have not been fully vaccinated should conduct an IgM antibody test within 48 hours, a PCR test within 24 hours and a rapid antigen test within 12 hours before departure of the first leg of flights. For example, if the first leg of flights departs at 14:20 on April 4, the IgM antibody test should be conducted after 14:20 on April 2 and the PCR test should be conducted after 14:20 on April 3, and the rapid antigen test should be conducted after 02:20 a.m. on April 4.


(3) Time Requirement for Rapid Antigen Test
Considering factors such as flight time and the opening hours of medical laboratories, for flights that depart before 12:00 a.m., the rapid antigen test can be taken as early as 12:00 a.m. on the previous day. For flights that depart after 12:00 a.m., samples should be taken within 12 hours before the flight.


(4) Requirement for the Test Reports
The test report must be in English, and indicate the test sampling time, negative test result, passenger's name, date of birth, international travel document number, doctor's signature, contact number or e-mail of the testing laboratory or doctor for verification, etc.


The PCR test report shall be marked with words such as “RT-PCR”, and the specific sampling method shall be indicated as“nasopharyngeal swab”, etc.


For the detection of antibody IgM, the sampling method of venous blood must be adopted. The report issued by the testing laboratories must also indicate the words of “IgM”. The sampling and testing results obtained by other sampling methods (such as fingertip blood collection and rapid test) will not be recognized.


Antigen Rapid Test should be carried out by medical professionals. Self-made antigen testing will NOT be accepted. The antigen test report should indicate “Rapid Antigen Test”, and the sampling method should be nasopharyngeal swab.


2. Requirement for HDC code Application
After obtaining the negative PCR and antibody IgM test reports, Chinese citizens should apply for the health code by the international version applet of pandemic prevention health code; Foreign citizens can log on to the website: http://hrhk.cs.mfa.gov.cn/H5/ through computer or mobile phone to apply for the HDC code.


Please upload the following required documents in order:


(1)For the vaccinated: Negative PCR test report (within 48 hours and 24 hours)+Negative Rapid Antigen Test (within 12 hours)
For the unvaccinated: Negative Antibody IgM test report (within 48 hours) +Negative PCR test report (within 24 hours) + Negative Rapid Antigen Test (within 12 hours)

(2) Applicant’s Statement (Attachment 1)
(3) Air ticket itinerary (both legs of flight from Cyprus to China)
(4) Proof of Residence in Cyprus (if the residence card is being processed, please submit the confirmation receipt issued by the Immigration Department of Cyprus and a written personal statement)
(5) The vaccinated passengers should submit the vaccination certificate, such as the EUDCC, etc. and Letter of Commitment on COVID-19 Vaccination (Attachment 2).
(6) Personnel of Chinese enterprises should submit the Quarantine Management Certificate (Attachment 3; the certificate must be issued and stamped by the employer, and signed by the person representing the employer).
(7)The record of your last entry into Cyprus (the passport page that bears the entry stamp must be uploaded completely).
(8) 14-day Quarantine Commitment before the flight (Attachment 4).

Failure to submit the above documents will affect the approval and issuance of HDC code. When filling in the information on the website, please select the date of sampling in the laboratory, rather than the date of receiving the testing report or boarding. The validity period of the HDC code is the sampling date + 2 days. For example, if the earliest sampling date is January 3 (local time), the HDC code issued accordingly will be valid until 23:59:59 on January 5 (local time).


3. Additional Requirements
(1) Chinese enterprises and project personnel should be in closed-loop management at least 21 days before boarding, and the employer must issue a quarantine management certificate (Attachment 3).


(2) Crew members who plan to take a flight to China after landing in Cyprus should conduct a PCR pre-test at a testing laboratory recognized by the Embassy. Please send the test report to chinaemb_cyp@hotmail.com. If the test result is negative, quarantine and closed-loop management should be carried out for at least 14 days, and the quarantine management commitment letter (Attachment 3) issued by the shipping company should be provided.


(3) Additional requirements for passengers who were diagnosed with COVID-19 or whose PCR, IgM or IgG test result was positive (excluding those tested positive in IgM/IgG due to vaccination).
I. Pre-check:
The applicant must send ① pulmonary CT or X-ray diagnosis certificates issued by local hospitals (within 5 days before pre-check) ② two negative PCR test reports at laboratories designated by the Embassy at least 24 hours apart (within 3 days before pre-check) ③the positive report or statement of infection history to chinaemb_cyp@hotmail.com.
If you have tested positive in one of the designated laboratories, you should do the same test in that laboratory again at least once until you receive a negative report.
II. After being approved by the Embassy, the passengers must stay quarantined for at least 14 days and make sure that they are symptom-free. Any suspected symptoms such as fever, cough and diarrhea during quarantine and health monitoring must be truthfully reported to the Embassy.
III. If the situation during the above two procedures is normal, the passengers should conduct relevant tests two days before departure of flight and upload their negative test reports to apply for the HDC code.


(4) Requirements for passengers who had close contact with someone who tested positive or passengers who have developed suspicious symptoms of Covid-19:
Applicants must stay quarantined for at least 14 days after the date of the last close contact or the date on which suspicious symptoms appeared. They must take PCR tests at laboratories designated by the Embassy on day 1, day 4 and day 7 during the quarantine. If all the results are negative, they should conduct the relevant tests before departure of the flight, and apply for the HDC code.


(5) Minors under 5
Minors under five years old who need to apply for the HDC code must also undergo test in accordance with the above requirements. If the Cypriot laboratory is unable to conduct the test and the Chinese Embassy or Consulate General in the transit country does not require the HDCcode, the test can be omitted.


4. Special Notice
(1) Please learn beforehand the regulations and requirements for the application of HDC code of China's Embassy or Consulate General in the transit country, the entry requirements of the transit country, and the relevant requirements of PCR and antibody IgM tests in the transit country, so as to avoid any rejected entry or test in the transit country, and lower the risk of being held up in the transit country.
(2) According to the Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases and other relevant laws and regulations, people who conceal their history of infection or close contact, or forge test reports/vaccination certificates shall be held liable for legal responsibility arising therefrom.
(3) Please wait patiently after submitting your application. The Embassy reviews applications on weekdays, weekends and public holidays.
